Institutions in countries that have the least economic resources are particularly encouraged to apply. For the purposes of this announcement, a low- to middle-income country is defined as a country that has a Gross National Income (GNI) per capita below $10,000, according to the World Bank classification system (refer to the GNI per capita ranking in the left-hand column labeled Atlas Methodology at http://www.finfacts.com/biz10/globalworldincomepercapita.htm). (Do NOT refer to the right-hand column headed Purchasing Power Parity.) For the purposes of this announcement, institutions in the following countries or geographical regions are eligible: North Africa, West Africa, East Africa, Central Africa, Southern Africa, Russia, the Newly Independent States, Eastern Europe (except Slovenia), the Middle East (except Israel), India, Asia (except Japan, Singapore, South Korea and Taiwan), the Pacific Islands region (except Australia and New Zealand), Latin America and the Caribbean.
